The Ministry of Labour is the institution responsible for implementing the Priority Results-Oriented Programme (PPOR) for Increasing Employment, which receives annual financial resources to fund employment subsidies and sustain the operations of the National Employment Service (SENAE). In addition, the Ministry has launched the RDTRABAJA Project, financed by the Inter-American Development Bank (IDB). This project supports measures to promote the labour market inclusion of more than 16,000 young people, while also strengthening the management and outreach of the National Employment Service across the country.

The National Employment Plan prioritises support for vulnerable populations in both urban and rural areas, with a particular focus on young people aged 18 to 29 of all genders. Additionally, under the implementation of the Ministry of Labour, the Priority Results-Oriented Programme (PPOR) for Increasing Employment includes a specific target (Output No. 1.014) to implement the Youth Employability Programme. This initiative aims to benefit 3,862 young people through subsidised employment opportunities by the year 2025.

2025: no answer 2020 The Chambers of Commerce are a key ally in the presentation of the National First Employment Plan to companies with the capacity to form part of this plan. Exchanges with the National Association of Young Entrepreneurs (ANJE) aim ai establishing alliances for the implementation of the National First Employment Plan. The National Council on Disability (CONADIS) participated in order to achieve the goal of 620 young people with disabilities inserted in formal jobs out of some 6,200 young people in first jobs under the Plan. Alliances have been established with representatives of the Civil Society, with the aim of facilitating the selection process of the most vulnerable young first job seekers, so that they can be inserted in formal jobs.

2025 International Labour Organisation (ILO) Inter-American Development Bank (IDB) United Nations Development Programme (UNDP) Spanish Agency for International Development Cooperation (AECID 2020 The ILO supported the implementation of the National Plan for First Employment, through the World Bank for a project managed by the Office for the Coordination of Social Policies of the Office of the Vice-President - "Progresando con Solidaridad". Through an alliance with "Progresando con Solidaridad", a financial allocation was obtained for the benefit of 600 young people in first employment, of whom 10% must be persons with disabilities and 60% must be women.
